The study program public administration in the second, i.e. master's level of higher education, is aimed at providing a comprehensive framework of knowledge, skills and competences in the field of public administration and public policy to an adequate extent corresponding to the profile of a graduate of higher education who is responsible and adequately prepared to face the needs of practice and own self-realization. Despite the fact that after completing a master's degree, graduates have the opportunity to continue their higher education for a doctoral degree, we perceive that within the conditions of the Slovak Republic, graduates tend to want to break into practice, sometimes already after completing a bachelor's degree and subsequently continuing their studies at a higher level in an external form. It is for this reason that the presented study program, with its content focus and additional activities, responds to the needs of modern practice and at the same time reflects the key principle of educational policy implemented in the countries of the European Union, i.e. the development of the exchange of information and experience in issues that are common to the education system. The implementation of the study program is in accordance with the principles of the European community, aimed at the development of the European dimension in education (for example, by teaching terminological terms and professional knowledge also in the English language), supporting student mobility (among other things, by supporting the academic recognition of diplomas and counting study time), supporting cooperation between educational institutions and student cooperation in the preparation of professional-scientific activities, the development of the exchange of information and practical experience (through the implementation of invited expert lectures) and the like.
The goal of the study program is to prepare a graduate who is comprehensively able to work independently in the public sphere. The study program is therefore developed on the basis of communication with experts from practice as well as employers and supplemented with supporting activities for the overall development and training of leaders of public life, as well as creators and actors of public events or public administration. The results of the educational process focus on the preparation of graduates with complex skills and competencies with a practical focus, who are ready to independently analyze the current principles of public administration as well as the process of public policy functioning. The prerequisite for obtaining such transferable competences is the fact that students have a relevant amount of knowledge in areas directly and indirectly related to the public sphere (political science, law, sociology, economics and economics, knowledge of scientific methodology, management, marketing, work with information, history). Graduates of the public administration study program will acquire basic and in-depth knowledge in terms of preparation for the performance of the professions they are considering in the field of public administration at the level of state administration and local government, or in the structures of public corporations. managers.
A graduate of the master's degree of the public administration study program in the education process acquires a wide range of theoretical knowledge, which enables him/her to navigate the processes of public policy and public administration management. At the same time, the student is able to think in an interdisciplinary context, precisely thanks to the theoretical knowledge obtained by studying professional subjects of related scientific disciplines, as well as the ability to solve selected practical problems obtained during the analysis of case studies from different areas (as part of the practical form of teaching within individual subjects). The student is able to identify the problems of public administration and public policy and then uses an analytical approach to think about possible solutions, while being able to connect the complex knowledge acquired with practice, also thanks to the possibility of gaining practical experience for his future career already during his studies. The student can apply the theoretical knowledge and acquired skills to several positions within professional practice, thereby verifying and deepening them into the form of practical competences, while using the latest scientific and technical knowledge from the practice of public administration and public policy, not only in Slovak conditions .
A graduate of the 2nd degree of higher education (master's degree) of the public administration study program will acquire basic knowledge and skills in the scope and level adequate to the level of study according to the Qualification Framework in the European Higher Education Area. This foundation determines the graduate's readiness for analytical tasks in the agenda of public affairs and organizations operating in this sphere, under the guaranty of knowledge of the political, legal, economic, social and administrative space within the Slovak Republic as well as Europe.
Additional abilities and skills By completing the study program, the student will acquire the ability to work in a team and improve his communication techniques, as part of the study program is also possible participation in professional student events, discussions and workshops. Graduates of the study program are able to communicate in domestic and international forums using professional language at the written and oral level, while simultaneously developing their ability to communicate in the world-renowned language - English, by acquiring terminology related to the content of the study. The graduate demonstrates financial, economic and media literacy. The graduate is capable of cooperation and organization of work in work groups, is able to cooperate and make decisions, is able to think creatively and flexibly, is able to analyze needs, identify and name problems, propose solutions based on relevant work with information , can create, implement, monitor and evaluate individual components of public policy, is able to conduct empirical research and interpret its results and apply research recommendations in practice. The graduate is prepared to understand the interdisciplinary contexts of the functioning of modern public administration systems and perceives the constant need for development and dynamism. Last but not least, the graduate acquires the ability to explain and make expert knowledge available to the lay public as well, thereby contributing to the development of awareness of the functioning of "good" public administration. The range of knowledge and acquired skills, including acquired professional competences, will allow the graduate to continue in the third degree of study, or allow him to enter practical life.
